In July 2000, the Minister for Gaming commissioned an independent National Competition Policy (NCP) Review of the Gaming Machine Control Act 1991. The review was commissioned in order to meet Victoria's commitment under national competition policy to review significant legislation that may have restricted competition by the end of 2000.
Dr John Marsden of Mardsen Jacob Associates conducted the independent review on behalf of the Government.

An Issues Paper was produced and submissions were sought from interested parties. The Issues Paper outlines the Terms of Reference for the consultation.

The independent review was prepared on behalf of the Review Panel by Marsden Jacob Associates, consulting economists and does not represent the views of the Victorian Government.

The contents of the chart below represent the data contained in the chart on page 66 of the NCP Review of Gaming Machine Legislation. The chart was omitted at the request of the Victorian Casino and Gaming Authority to comply with the secrecy requirements of section 139 of the Gaming Machine Control Act 1991.
Section 139 of the Act also empowers the Minister for Gaming to certify that information may be released if it is in the public interest and the Minister has done so in this instance.
Government response
In developing its response to the recommendations and findings of the National Competition Policy Review of Gaming Machine Legislation, the Government considered in detail the review and the submissions received.
