Multi-Year Strategy

The Multi-Year Strategy (MYS) in the Victorian General Government sector is the listing of asset and non-asset proposals identified as those that best satisfy government requirements over a 10-year horizon. The MYS is the culmination of the process chain – Asset Strategy – Asset Management Plan – Multi-Year Strategy. It represents all potential proposals in a department’s short-term planning pipeline and all significant and major proposals emerging in the medium and longer term.

Through a government-wide and forward-looking focus, the Multi-Year Strategy informs decision-making on departmental asset investment delivery and alignment to departmental strategic plans. It is a key tool to contribute to `joined-up Government’ planning and important for effective forward planning and strategic purchasing decisions. The MYS complements asset policy statements.

MYS provides:

  • useful information to facilitate informed decision-making
  • a full short, medium-to-long-term view of all asset and non-asset investment proposals
  • alignment confirmation of these investments and their associated outputs to departmental corporate plans and Government objectives.
Multi-Year Strategy will:
  • inform resource allocation and priority setting
  • present context and key information for each investment proposal
  • clearly indicate the alignment of these proposals to departmental plans and Government objectives
  • enable Government to assess medium-term asset investment priorities
  • present a long-term view of departmental asset investment strategy and delivery
  • facilitate investment selection and timing for Gateway Reviews
Benefits of MYS:
  • The MYS fosters greater understanding of proposal development cycles and emerging needs.
  • The MYS assures ERC proposals align with Government objectives (joined-up Government).
MYS will be used by Departments, Central Agencies and ERC for:
  • balancing short, medium and long-term requirements in asset investment planning
  • informed decision-making
  • better resource allocation.
